Experian: Positive Financial Results Underscore Our Commitment to Help Clients and Consumers

Today we announced our results for the last financial year. The results and the business growth are strong, and a reflection of the actions we have taken to build our success. While we posted some very good results – 8% total revenue growth for the year is great – but it is the people, the strategy and the execution behind those numbers that we are most proud of. In recent years, we intentionally set a course that started with a brand promise to power new opportunities for our clients while creating a better tomorrow for consumers and society. In the last year, towards our quest to achieve that promise, we have made significant progress: We have invested in technologies like API and analytical sandboxes to help us better serve clients worldwide and effectively and safely manage the data and decisioning tools that help our clients succeed; We have made key investments to add new sources of data – including the acquisition of Clarity Services in North America and our continued strategy to look at mobile phone data in EMEA and Asia Pacific to help those who are excluded from the traditional financial system; We have introduced new products for consumers that help them better protect their identities and help them effectively manage their financial profile and credit standings to help ensure financial access in today’s credit economy; and We have created innovations such as our “Text for Credit” offering, which not only makes it easier for consumers to have a seamless credit application process, but it also enables lenders to have a more productive relationship with consumers who are looking for loans. Those are just some of the efforts that underscore our financial results. But more important than the positive results is the fact that we achieved this growth while also staying true to our brand promise. We are doing great things around the world – for businesses, for people and for society. The possibilities and potential of data have never been more exciting or life-enhancing – and our belief remains that data is central to how we all live and has the potential to transform all our lives for the better. Hello Personal Assistant, Can You Do Maths?

As the owner of one of those increasingly popular voice-controlled assistants, I get a weekly email from the supplier suggesting new things to ask it to do or help with. Rather conveniently, this week’s update arrived this morning and includes the suggestion: “[Hello], can you do maths?”  I use the word ‘conveniently’ because among the various tasks on my to-do list today is ‘write a short blog about numeracy’. So now I have an introduction. Like literacy, numeracy – understanding and being able to apply numbers – is a vital life skill. They are both key foundations of our education from the earliest of ages and go on to support opportunity and achievement throughout our schooling, into the world of work and beyond. Low levels of numeracy in adult life can be a major obstacle to success. Most employers require at least basic maths skills. And if you struggle with numbers, making successful financial decisions about the money that going to work generates will be very challenging. But this is the reality for many adults today. In the UK, almost half of us possess the maths skills expected of an 11 year old. This is according to National Numeracy, a charity that champions the importance of good numeracy and provides tools to help people improve. So when National Numeracy asked Experian to support the UK’s first National Numeracy Day on 16 May we were delighted to say yes. I’m certainly looking forward to working alongside a number of other big brands as well as numeracy ambassadors Rachel Riley and Martin Lewis. It’s a great fit for Experian, a company with a long track record of supporting initiatives designed to help people make successful decisions, particularly around personal finances. Our learning resource Values, Money & Me is already used in primary-school classrooms around the country to help cement good financial habits from an early age. Similarly, millions of adults track the health of their credit with the help of a free Experian account, and use the built-in eligibility features to secure better deals on financial products. Like others, we firmly believe that maths skills and financial success are closely linked, so we’re delighted to be helping support and promote National Numeracy Day. We’ll be encouraging as many people as possible to tackle the National Numeracy challenge and, where necessary, to take follow-up steps to brush up on their maths skills and, as a result we hope, improve their financial futures. Experian MicroAnalytics Empowers Emerging Market Consumers with Financial Services to Improve Quality of Life

Elio Vitucci, CEO of Experian MicroAnalytics, authored the op-ed Financial Empowerment for the Emerging Market Consumer in U.S. News & World Report. To date, Experian MicroAnalytics has extended over 4.9 billion credit offers to the world’s unbanked people, and nearly half of those offers were in the past year. The new emerging market consumer is becoming empowered with tools and services needed for a better quality of life and economic vitality. Experian MicroAnalytics contributes to global progress by helping those with no credit history gain access to credit and financial products for their businesses and personal needs. In regions where financial history doesn’t exist, understanding creditworthiness is a challenge. While only a small minority of people in emerging markets have access to credit services, the vast majority have access to mobile services — most of them on a prepaid plan. As such, an alternate credit identity can now be established. Financial services in the emerging world are drastically underserving the potential banked population. Long-term economic growth in the emerging world hinges on access to financial services. Unlocking the new consumer’s credit capability is the new financial frontier. Empowering Local Communities to Fight Fraud #ExperianStories

Identity fraud is at an all-time high, and it can have devastating consequences on a person’s life. Victims of identity fraud may have to file for bankruptcy or deal with debt, which can sometimes cause personal relationships to suffer. Elderly people in particular are at the greatest risk of fraud out of any age group, as they tend to more trusting of phone calls, house calls and email scams. It’s my job at Experian to arm them with the tools they need to prevent identity fraud. The number one challenge in helping prevent identity fraud is lack of awareness. People simply don’t know all the risks, so education is a paramount priority. At Experian, we conducted research on the best way to educate different age groups, and found that it varied widely. While younger people are best reached online, older people are more responsive to face-to-face activities, which is part of the reason they are more susceptible to doorstep scams. To help educate elderly people, we found we needed to go out into the community and literally put useful information into people’s hands. As part of these efforts, my team at Experian first worked with the Outreach Solutions organization to help older people in Nottinghamshire, England, understand the dangers of fraud. The pilot campaign, “Tackling Fraud,” reached 15,000 U.K. residents over age 55, teaching them how to tackle the threat of fraud. We armed these individuals with expert advice on how to spot suspicious activity and stop it from happening to them or the people they care about. Given the success and great reception we had in Nottinghamshire, it was clear that this movement could continue growing. According to Experian research, Glasgow is one of the areas with the highest number of identity fraud cases in Scotland. We’d been testing a new television advertisement in Glasgow – marking the first time that identity fraud has ever been advertised on TV in the U.K. – so I made the case to run the next iteration of our Tackling Fraud campaign there, too. In partnership with the Glasgow Council for the Voluntary Sector, we worked with a range of individuals and community groups to provide fraud prevention training to more than 30,000 elderly people in the city.\ We’re dedicated to helping the elderly with our Tackling Fraud campaign, putting people in control of their lives by giving them the information they need to help them protect themselves. Accelerating Consumer Choice and Access to Credit – Experian and ClearScore

I am delighted to be able to share the exciting news of Experian’s intended acquisition of ClearScore. By combining the experience and strength of our global organisation with those of a successful and rapidly scaling business, it’s our aim to create the most compelling destinations for consumer finances in the UK. Today’s announcement is the first step in delivering a pipeline of future products and services that will further improve consumer choice and access to credit in the UK and beyond. Consumer digital behaviour is rapidly changing the way we all access financial services. At Experian, we’re introducing a range of new services that meet the demands of this changing marketplace, helping people to manage their finances in a simpler, faster and more affordable way. Whichever device people prefer, at any given time, they will be able compare offers on credit cards, loans and mortgages to see which product best suits them, helping them to plan and better manage their financial lives. Like us, ClearScore is a leader in digital finances. It’s an incredibly dynamic organisation, with a large, enthusiastic and engaged group of users. Helping Our Customers Make More Sustainable Choices by Building Credit Awareness

Promoting a better understanding about how the credit economy works and improving financial awareness, so that people can take control of their financial situation with positive, proactive decisions, is absolutely fundamental to our business strategy. This is encapsulated through our financial education programmes. In partnership with Young Enterprise, we have created 28 Centres of Excellence for schools to support children’s financial education. And through Experian’s Values, Money & Me, we have created the UK’s first free online teaching resource to help children develop their financial knowledge and abilities. Credit Awareness Week is, then, a natural place for us to continue that focus. And to take that conversation more widely, to our industry partners, for us all to consider how we might find better ways of working, and drive better outcomes for our customers. There’s no doubt that we are living through a period of significant financial uncertainty. At times like this it is important that consumers are aware of all the options available to them from a financial perspective. And we believe your credit score is one of the first things you should look at. It’s perhaps surprising then that our annual Credit Awareness Week consumer survey found that public awareness of credit and how it can be used to help with day to day challenges still remains relatively low, despite some signs of improvement – potentially driven by the widespread availability of free score services. The percentage of people who said they know their current credit score went up from 22% to 26%, while 47% have ever checked their credit report, up from 45% last year. However, there is still much misunderstanding coming through. 39% of those surveyed wrongly believe their own credit score can be affected by a previous resident of their address having a poor credit score, while 14% think, incorrectly, that checking their own credit report and score has an impact on their credit rating. More than a quarter (26%) are also wrong to believe having a high income can affect their score, while 14% are incorrect to think checking their own score has an impact. The number of people who believe that the system needs to provide clearer explanation about how the decision was made when credit is refused has also increased. What the results of our poll tell me is that more needs to be done in promoting a better understanding about all the options available, like the existence of eligibility and comparison services which are designed to help empower people shop around for better deals and, where credit is concerned, avoid damaging their score while they do so. So there is work to do in building a better understanding about how credit works, which is something we are committed to and that’s why we are supporting this campaign. To help, Experian and Credit Strategy have launched an improved ‘credit refusal pathfinder’ [add hyperlink] tool, to help guide people who apply for credit and get turned down. I’d encourage everyone, even those of us who think we know this business inside out, to take a look at the tool. And, in the spirit of building greater trust and transparency with our customers, let’s take this opportunity to have a think about what we in the industry can do to make things clearer for people. Helping them understand how lending decisions are made and empowering them to take control of their financial situation and make better, sustainable choices through affordable access to finance.

Volunteering with Colleagues in the Community #ExperianStories

As any new employee knows, it takes time to adapt to a new company and set of coworkers. I recently joined Experian’s team of 56 employees in the Netherlands office after hearing about the company’s inspiring work in the community. I was eager to get to know each colleague outside of our daily tasks so I could learn what type of CSR projects could work for our office. Luckily, I arrived just in time to participate in a new volunteer partnership with Stichting Present. Stichting Present is an organization that facilitates volunteering programs to support those facing poverty, poor health and social isolation. This new partnership gave my coworkers and I the opportunity to volunteer in the community. During last year’s holiday season, the Experian team collected personal hygiene items such as shampoo and body wash to donate to homeless individuals or those with mental health issues. This past spring, we spent two full days doing renovations for Stichting Leren Doen, a program that teaches at-risk students how to fix and sell bicycles. The students’ program was, by coincidence, moving into Experian’s old office building, so my coworkers and I helped give the place a makeover – we put in new floors, painted the walls, stairs and desks, installed new computers and completed some electricity work. Working together as a team helped us connect on a deeper level as we served those in need. These experiences have given me the opportunity to get to know and appreciate my colleagues better. For example, during the project, I learned that two of my colleagues had bonded with a young woman with autism who was the only female student of Stichting Leren Doen. Although the young woman was reserved at first, she eventually opened up and mentioned that she walked three hours to and from school every day. My colleagues were surprised by this admission and informed the director of the program. Since Stichting Leren Doen is a bike repair education program, the director presented her with a new bike to help shorten her commute. Her face lit up – she loved it. I cannot imagine a more fitting welcome to Experian. Opportunities like these are exactly why I joined the firm and why I am excited for the opportunities ahead. An Experian Leader’s View on International Women’s Day #IWD2018 #PressforProgress

Before you read this blog post, I thought providing you with an introduction to who I am might be helpful. My name is Jennifer Schulz and I am a 46-year-old white American woman whose DNA indicates my ancestors originated mostly from Europe with a very small trace from East Asia. I am married to Bob Roback, my partner in life. I am the mother of two incredibly active boys, ages 8 and 5. I am the bonus mom to our daughter (20) and son (soon to be 18). I am a sister, daughter and friend. I am also the very proud leader of Experian’s Health, Auto and Targeting businesses in North America. As #metoo swept social and mainstream media and drove hundreds of thoughtful articles on a whole host of gender related topics, I found myself reflecting and feeling genuinely grateful to be at Experian. During my interview and onboarding process four years ago, I came to realize that Experian had a great culture full of smart and genuinely caring people. It was – and still is – a culture characterized by a strong client orientation and financial performance, and genuinely wanting to do the right thing. It continues to be an organization with a determined focus on improving its diversity at the top. Our leadership knows that to stay innovative and attract and retain talent we have to make diversity a priority. As the global sponsor of Women in Experian and a member of the North American leadership team, I have had the honor of witnessing the progress the company has made as an organization over the last couple of years. We’ve invested time and resources to build out programs, change policies and make our organization even more inclusive. We’ve made progress around the globe: In the last year, we’ve added two incredibly strong women to our Board of Directors – Caroline Donahue and Ruba Borno. They join Deirdre Mahlan who has been on the Board since 2012. With these additions, women will comprise 27% of our Board. We continue to develop a strong proportion of women through our leadership programs globally. This is feeding our future talent pipeline. We launched Women in Experian in 2016 and now have active programs in every region supporting a range of initiatives including enhancing our parental leave and flexible work policies, creating mentorship and sponsorship programs, examining and addressing pay disparity and requiring our recruiters to present diverse candidate pools. Experian was one of 28 companies globally recognized on the Anita Borg Leadership Index of organizations that show strong representation and development of women technologists. We have continued to develop and adjust family friendly policies in a number of countries, aimed at giving given greater flexibility and choice for working parents and families. Although we celebrate progress, we know that we have more work to do. We need to increase the diversity in our senior leadership ranks. We need to increase the number of women in technology. And, most importantly, we need to continue to keep diversity and inclusion a priority. The other night while I was driving my son to his soccer practice, I received a work call. He sat quietly while I talked for a few minutes, well accustomed to my attempts to balance work and life. When I hung up the call, my son asked me, “What is International Women’s Day?” I answered by telling him (reminder he’s 8) that historically women haven’t always been treated fairly and that this day is about honoring and recognizing all the men and women who are working to make things fairer. He then asked if it was my full-time job. Suppressing a laugh, I said no, it’s not my full-time job but it’s an important part of it. He asked, “Why?” Why? I looked in the rear-view mirror and said, “Because I want to try to make the world better for you, your brothers and your sister.” I believe at Experian we are doing just that … making progress. Our momentum is building and tomorrow will be better. #PressforProgress

Experian Gets Ready to Celebrate International Women’s Day Around the World

Having a diverse workforce is vital to help us innovate and deliver on the needs of our increasingly diverse clients and consumers. Over the years, we’ve made some great progress, but there’s so much more we can do and it’s going to take the collective effort of all of us to continue to move the needle. That’s why we’re gearing up to celebrate International Women’s Day (IWD). It’s a day celebrated in many countries around the world to recognize the achievements of women and drive equality among men and women. At Experian, IWD activities are extending throughout the month of March. Have a look at what’s going on around the world as Experian celebrates this important day: Asia Pacific The Asia Pacific region is hosting a range of activities across our offices in March, which will include round-table and speaker events as well as an opportunity to network and pledge their support for IWD. EMEA and UK&I EMEA and UK&I are joining together for IWD to support and celebrate diversity and inclusion. The week started with a video of employees from both regions reflecting on what diverse teams bring to our business. Employees will also be invited to a variety of events to engage and network with inspirational women and hear stories from our leaders on what diversity means to them personally. Latin America Throughout the month of March, Latin America has been running a campaign to share stories of achievements in their region and raise awareness about breast cancer prevention and other diseases more common in women. On IWD, there will be a panel of women leaders who will address issues such as the social inclusion of women in the region, women’s participation in the labor market, Experian’s commitment to female leadership and the importance of a work/life In Brazil, IWD is kicking off with a presentation by members of the United Nations to present their 50-50 Gender Equality program (which aims to eliminate gender inequalities by 2030) and how they are working with companies around the world to achieve this vision. Employees will have an opportunity to hear from leaders in our business about diversity and inclusion plans for the region, and listen to a panel of external speakers discuss diversity challenges and career development. North America Our employees in North America will be kicking off the week with celebrations across their ITS’ 13 offices in the region. Each office will have daily activities throughout the week, and all employees – including virtual and those based in smaller offices – will be invited to attend webinars focused on Diversity and Inclusion topics. On IWD, there will be panel discussions with senior leaders who will speak on various career development topics. To close out the week, there will be a special Book Club discussion on March 9. Supporting Debt Advice Counsellors and Charities #ExperianStories

  In the United Kingdom, the Financial Inclusion Commission has previously expressed concern that 31 percent of the adult population has experienced one or more signs of financial distress, such as regularly accruing overdraft charges and using credit to pay for essentials each month. While the Bank of England has warned U.K. households about the risk and effects of their alarming, yet growing, dependence on loans and credit cards, knowing how to manage debt successfully is a vital skill many lack. While most individuals do comfortably manage their debt repayments, many unexpectedly face tough times, especially following disruptive life events that complicate financial management. Since joining Experian from university in 1992, I have been involved in a number of developments and initiatives to help people better manage their money, particularly during difficult times. Years ago, I oversaw the launch of our first telephone helpdesk for the UK public, and today I still answer questions online and occasionally on the radio from individuals worried about their credit scores and loan payments. After years of one-on-one interactions, my team and I have discovered that the key to growing our capacity to serve the community is through partnerships. To provide more effective support for U.K. consumers, Experian began to partner with debt advice charities that give free and professional guidance to people, including about credit score issues. Experian’s role is to make sure debt advisors understand the nuances of credit reporting and credit scoring when talking to and helping their clients. We provide this support in a number of ways. In the last year alone, we have trained more than 600 debt advisors through workshops and seminars, and provided free credit reports to more than 60,000 individuals through debt counselling outlets. Additionally, we have used our insight and data consultancy services to help a number of charities better understand, engage with and support their clients, for example, by identifying their clients’ preferred communications channels. This has included the Money Advice Trust, which runs National Debtline, and StepChange Debt Charity, a leading UK debt counselling provider. Our partnerships within the debt advice sector have not only enabled us to support, educate and empower more consumers to reach their financial goals, but also helped Experian better understand consumers’ greatest fears and misconceptions when it comes to finances. I have enjoyed representing Experian for the past 25 years including working with a number of great organizations and really passionate individuals – so much so that I jumped at the opportunity to join the board of a new debt advice charity, The Debt Counsellors Charitable Trust, a couple of years ago which was very much focused on helping the most vulnerable people. The relationships I’ve developed with these intelligent, ambitious debt advice advisors and charities has really inspired and humbled me. They work tirelessly every day to ensure households in the U.K. can reach their financial milestones – including, importantly, when things go wrong – and I am grateful to be a part of this important network.   James Jones: Head of Consumer Affairs, U.K.

Organizing Community Outreach Initiatives in Allen, Texas #ExperianStories

I feel that part of Experian’s responsibility as a global information services company is to build and bolster community involvement initiatives that help others. I’m currently a manager of our Fraud Resolution Team and Credit Educator Department in Allen, Texas, but I also have the honor of managing all outreach programs for our branch, bringing together Experian employees to give back to the community. Taking on a volunteer project on top of regular work can be daunting. As the point person for my office’s volunteerism, I’m in charge of communications about upcoming events and drumming up interest and excitement among employees, be it through flyers, silly videos, emails or even free t-shirts. I know a lot of my fellow employees, but I don’t know everyone, so spreading the word isn’t always easy. Despite these challenges, I continue doing this important work because I care about the impact Experian makes in its local communities. My first volunteer experience with Experian was working alongside Stop Hunger Now – an international hunger relief nonprofit – several years ago. I was amazed at the impact we had. Shortly thereafter, I also participated in a canned food drive, rallying Experian employees to visit the Texas Food Bank. After these two chaotic, inspirational, behind-the-scenes experiences, my interest was permanently piqued in on-site volunteer days within the Allen community. Since then, I’ve organized volunteer days with many other nonprofit programs. The amount of organization and work that goes into each volunteer day is much more than you might think. For every Stop Hunger Now event, we package 10,000 meals for those in need, which requires about 100 volunteers dedicating their time. When we worked with Habitat for Humanity, a nonprofit organization devoted to building homes for those who need them, our first two scheduled events were rained out – and it never rains in Texas! I was worried that no one would show up the third time, when we had to reschedule for 7 a.m. on a Saturday. Luckily, every single volunteer spot was filled. We got to meet the family we were building a house for, and we all signed a piece of wood from the house for them. Their gratitude made all the frustration and extra work worth it. It takes a village to get some of these events off the ground, but I have a strong support structure at Experian. And learning to empathize with people through volunteering helps me in my day-to-day work. People who are dealing with fraud can be very emotional, and fraud is unexpected by nature. My volunteering experience has equipped me with the skills needed to empathize with others better and think on my feet.

Consumers Sit at the Center of the Credit Reporting Industry

While the credit reporting industry is designed to help lenders and creditors minimize risk and assess consumers’ ability and willingness to repay outstanding debt, let’s be clear: the consumer is our main priority. Every lending decision and action is made with the consumers’ best interest in mind. Because consumers rely on credit and other loan products to purchase homes and cars, pay for college, afford goods and services, and even bridge the gap during emergencies, the credit reporting industry has been at the forefront of broadening access to fair and affordable financial resources.   Risk-based pricing has made it possible for more consumers to access credit, particularly those with limited-to-no credit history or subprime credit profiles. Previously, lenders may have opted not to extend credit to consumers considered higher risk; but more and more, lenders are empowered to tailor borrowing terms based on a consumer’s credit history. In addition, because lenders don’t have to absorb unforeseen risk, lower borrowing costs can be maintained for all consumers. Experian has long advocated for expanded data sources, such as rent and utilities payments, to be incorporated onto consumer credit reports and considered in lending decisions. In 2019, we launched a product  that empowers consumers to add positive payment history for utilities, telecoms and video streaming services—and eventually residential rent—directly into their Experian credit report. Our efforts coincide with legislation, such as S.2417 – the Credit Access and Inclusion Act, introduced by Senator Tim Scott (R-SC) in 2021, which encourages the reporting of consumer payment history, including rent, utilities, and telecom services, to the nationwide credit reporting agencies. This is key to broadening access to fair and affordable credit for underserved consumers.  The industry needs to continue to explore other avenues that can help consumers improve their financial health, such as the role that buy now, pay later information can play in increasing financial inclusion. Empowering consumers to take control Beyond legislation or the use of expanded data, many non-profit and community based organizations are championing initiatives that drive greater financial inclusion. Organizations such as Inclusiv, Jump$tart Coalition for Personal Financial Literacy, HomeFree-USA, National Urban League and the Society for Financial Education & Personal Development, among others, are helping individuals and households from underserved communities navigate the mainstream financial system and take control of their financial lives. Experian and other financial institutions are partnering with non-profit organizations with deep roots in communities, allowing them to connect with community leaders and individuals on a more personal level. Every individual enters the credit ecosystem at a different stage so it’s important that banks and financial institutions listen to the specific challenges they’re experiencing. For example, individuals may be searching for credit monitoring and alerts, budgeting tools or ways to put more money back into their wallets, such as finding cost-efficient options for auto insurance. Providing individuals and households with the financial knowledge and access to tools better positions them to become financially independent. The credit reporting industry continues to provide more resources and transparency to help improve consumers’ financial health. All individuals deserve the opportunity to establish and build their credit so they are able to elevate and maintain their financial status.

Expanded Data: The Key to Broadening Access to Credit

People rely on credit cards, personal loans, mortgages and auto loans, among other financial products to buy homes, fund college educations, weather temporary income disruptions and finance billions of daily transactions for goods and services. Credit is the cornerstone of the pursuit of our financial ambitions. That’s why the credit reporting industry is deeply committed to broadening access to fair and affordable financial resources for all consumers, particularly for individuals and households from underserved communities. The commitment is underscored by the continual effort to evolve the credit reporting system and incorporate new data sets to provide lenders a more comprehensive view of consumers’ ability and capacity to repay outstanding debt. Although progress has been made to extend credit to more prospective borrowers across the risk spectrum, if we want to continue to broaden the scope, we need to encourage the consistent reporting of additional predictive data sources to help lenders assess consumers’ creditworthiness. A proven track record but there’s more work to do Over the past century, the credit reporting industry transitioned from an opaque system founded on relationships to one rooted in data. Lenders lean on past payment history on similar loans (i.e., auto loans, mortgages, credit cards, etc.) as a reliable predictor of a borrower’s future loan payment performance—it’s a way for them to mitigate risk and say “yes” to more borrowers.   And it works. The comprehensive reporting of past loan performance, coupled with increasingly sophisticated statistical prediction models, as well as the adoption of risk-based pricing, accelerated the extension of credit to more consumers. Yet, according to research from Experian and Oliver Wyman, millions of Americans lack access to mainstream credit because they are credit invisible, unscorable or have a subprime credit score. It’s particularly challenging for younger individuals, newly arrived immigrants and historically underserved communities, such as racial and ethnic minorities. At times it can be a catch-22; in order to get credit, you have to have credit. More predictive data is key At Experian, we’ve long understood that expanding the universe of creditworthy borrowers requires more data. In addition to some of the more conventional tradelines, such as mortgages, auto loans and credit cards, we have to explore expanded data sources that are predictive of a prospective borrower’s credit risk. For instance, more consumers are using buy now, pay later (BNPL) products, and nearly every consumer makes recurring monthly payments for rent, utilities, cell phones and even video streaming services, yet oftentimes, these data points are not consistently reported to the credit reporting agencies nor considered during lending decisions. Collectively, the industry and regulators, need to do more to encourage the consistent reporting and inclusion of expanded data onto consumers’ credit reports.    In fact, based on our research, we’ve found that some of the aforementioned expanded data sources can empower lenders to assess the credit risk of a significantly larger pool of consumers. These expanded data sources have been shown to be highly accurate predictors of future loan payment behavior. And, when expanded data is combined with advanced analytics, up to 96% of the population can be scored, including an estimated 65% of credit invisibles.1 Broadening access to fair and affordable credit for more consumers means leaning into combining conventional tradelines with expanded Fair Credit Report Act-regulated data sources. The more information lenders have available to them about prospective borrowers’ past payment performance the more empowered they are to minimize risk and more confidently extend credit. Pushing for more data is the best path forward.

Credit Header Data: An Indispensable Tool to Combatting Fraud

In an era where financial transactions occur at the click of a button, the significance of accurately verifying and authenticating consumers’ identities cannot be overstated. From online purchases to mobile banking, ensuring secure and reliable digital connections and safeguarding consumers’ information are table stakes for any business operating in the digital ecosystem. Unfortunately, some advocacy groups are calling for stricter regulatory guidelines that may impede business’ ability to effectively and efficiently protect a consumer’s financial information and identity. We’re, of course, referring to the push to classify credit header data— identifying information, such as name, current and former addresses, phone number and Social Security number, found at the top of credit reports—as a consumer report under the Fair Credit Reporting Act (FCRA). Subjecting credit header information to the FCRA will unnecessarily limit its permitted use, and effectively make it more difficult—and potentially impossible—for banks and other businesses to use the information to authenticate and verify consumers’ identities. It’s an unintended consequence that will surely compromise the security of our digital identities.  Foundational to fraud prevention Credit header data plays a pivotal role in helping businesses detect suspicious activity and stay ahead of increasingly sophisticated fraud schemes. With credit header information, banks and other financial institutions cross-reference loan applications against transactions from hundreds of thousands of contributors to spot anomalies and thwart fraudsters before they inflict harm. In fact, many of the industry’s most advanced fraud prevention tools and signals rely on credit header data to verify the legitimacy of any given transaction. Keep in mind, the transactions we’re referring to are transactions of consequence. For instance, opening a new bank account, applying for a loan or transferring money. This level of activity carries inherent risk, and without proper vigilance, could result in significant financial or reputational harm to consumers and businesses. But it’s not only lenders that leverage credit header data, the use cases for credit header data are broad. Government agencies and businesses in the public sector, law enforcement, and some pharmacies use the information to issue one-time passcodes for identification purposes, find missing persons, or verify consumers’ identities prior to prescriptions being filled. Credit header data is already regulated Some of the concern surrounding credit header data centers on consumer privacy, and rightfully so. Protecting consumers’ privacy should be central to the use of sensitive information; however, credit header data is already regulated by the Gramm-Leach-Bliley Act. In fact, for more than 25 years, the Gramm-Leach-Bliley Act specifically provides that the permissible use of credit header data includes fraud prevention, while also mandating consumer privacy and data protection. Subjecting credit header data to additional FCRA regulation, which does not clearly allow for fraud prevention, could make it impractical or impossible for many businesses to use it for that purpose.  Not only is additional regulation unnecessary, but it potentially creates a contradictory web of regulations that increases the compliance burden and confusion for many businesses. This ultimately thwarts the purpose of GLBA by delaying fraud prevention efforts and potentially raising costs for consumers. Credit header data is far more than information included at the top of consumers’ credit reports, it is a linchpin that powers many of the most advanced fraud prevention and identify verification tools in the market. Before any further regulation is considered, we have to acknowledge the role that credit header data plays in keeping consumers’ information safe and how any changes may impact the safety and soundness of our digital economy.
