The financial services industry is poised to take advantage of the unprecedented availability of accurate, comprehensive, and timely data. Through increased lender adoption, the growing array of insightful data can create meaningful change and provide access to credit for more consumers and businesses than ever before. Extend credit responsibly. Some of the most predictive information available today is employment data, including how long a consumer has been at a job and how much they earn. Layering verified income and employment information with credit data can improve financial outcomes for consumers and help lenders say ‘yes’ when they otherwise couldn’t or wouldn’t. To help, Experian has released Experian Verify™ – a suite of solutions that provide lenders with real-time access to verified information about a consumer’s income and employment status. Through Experian Verify, credit card, personal loan, auto and mortgage lenders have near-instant access to millions of active employer records to verify an applicant’s income and employment status for use across the lifecycle, including pre-qualification, originations and account review. The products are powered by Experian’s growing network of exclusive employer records and payroll partner data, which includes data from recent acquisitions of Corporate Cost Control (CCC), Tax Credit Co. (TCC) and EmpTech. We are answering the industry’s call for change in income and employment verification while providing lender’s with deeper insights to increase financial access. Putting consumers in control. This is the latest example of many that illustrate our commitment to improve financial access for consumers. The new products complement Experian Boost – a free tool that empowers consumers to contribute their on-time telecom, utility, streaming services and mobile phone payments directly to their Experian credit report. Incorporating this information has been proven to increase the predictiveness of a consumer’s credit reputation and can complement the data derived from their lending history. Experian Boost provides consumers with the ability to immediately impact their credit scores, while providing lenders with deeper insight into a consumer’s financial situation. With Experian Boost, nearly 70 percent see an uplift in their credit score. Since the product was released in 2019, more than 7 million consumers have connected to Experian Boost with over 50 million cumulative points added to FICO Scores. The financial impact to the industry is significant, with Experian Boost users gaining access to more than $1.7 billion in credit as a result of improved credit scores. Serving credit invisibles. Our commitment to consumers does not end there. Through our investments in expanded data sources and advanced analytics, we are helping lenders identify consumers who are excluded from the traditional credit ecosystem, but who can fulfill their financial obligations and pay responsibly. Experian Lift, our suite of lender credit scores, has the potential to help more than 40 million credit invisible consumers gain access to credit while providing first and second chances to millions more. Experian Lift uses proprietary technology, advanced analytics, and machine learning models to combine exclusive credit data attributes, trended data and expanded Fair Credit Reporting Act (FCRA) regulated data sets. This combination of data and technology is creating new opportunities for consumers who are often overlooked. Looking ahead. Data has the power to unlock financial opportunities for millions of consumers. Collaboration between Experian, lenders and consumers that is informed by data is key to keeping the economy flowing and improving livelihoods of Americans. New Global Decisioning Report Highlights the Complexity of Today’s Credit Landscape
Data & AnalyticsCustomer needs have changed dramatically over the course of the pandemic, and as some parts of the world begin to move back into what we recognize as normality, the scale of change across today’s credit landscape is now emerging. New research from Experian’s Global Decisioning Report shows how the impact of payment assistance programs, coupled with changes in spending and savings behaviors, now requires lenders to look beyond traditional approaches to decisioning. Our research found that 1 out of 3 consumers remain concerned about their finances. However, at the same time the research also found that consumers are no longer reducing their discretionary spending as much as they were six months ago, with high-income households starting to spend the most. These differences make it difficult for lenders to truly comprehend customer needs throughout this abnormal time. This report reveals three things lenders should do to navigate the complexity of the current lending and credit environment: Leverage data and advanced analytics – this will ensure lenders have a comprehensive understanding of the risk and opportunity of their portfolio as well as visibility into changes to customer profiles. Proactively engage customers – offer new credit and other products to support those that are recovered and ready to engage. Prepare for a potential wave of delinquency – as payment holidays come to an end, lenders should make it easy for customers that are still struggling. Lenders must offer online support and flexible terms that help customers solve their problems. The online customer experience and credit risk management are more connected than ever before. Lenders need to make sure they have the technology in place that supports the entire customer journey, from decisioning, to onboarding, to customer management and collections. Those that do will be able to deliver credit decisions that are fair and fast, giving more consumers access to the credit they deserve. In most parts of the U.S., the start of summer marked the lifting of many pandemic led restrictions. Capacity limits, mask mandates and social distancing requirements are being removed and many of us are spending more time doing the things we enjoyed prior to the onslaught of COVID-19. There is no question the pandemic created serious financial challenges for millions of Americans, yet many people found opportunity to improve their financial standing. Fewer options for travel, dining and entertainment reduced costs, while the government stimulus packages helped maintain or increased available funds. Personal savings surged, and lower credit card balances and fewer missed payments spurred an uptick in average credit scores. Sadly, at the same time, many consumers struggled to make ends meet as they faced job loss, illness or cared for ill friends and family. As the world starts to reopen and things begin to feel a bit more normal, many people have questions about how they can improve (or protect their newly improved) credit scores and prepare for a financial healthy summer. One of the best places to start is by checking your credit report. You can get a copy of your Experian credit report and a FICO Score at no cost every 30 days by enrolling in our free service. When you enroll you not only receive a free credit report and score each month, but also have access to other services that can help you protect your financial health, including credit monitoring and alerts and credit card and loan offers that are tailored to you. The belief that checking your own credit report will hurt your credit scores is a common misconception. You should check both your credit report and scores often. You can also get a free credit report from each of the three bureaus once every week at www.annualcreditreport.com through April 2022. In addition to getting your free credit report from Experian, here are five other things you can do to improve or maintain your credit standing this summer: 1. Prepare for big purchases. Regularly checking your credit report and credit scores is always a good idea. This is especially true if your summer plans include applying for new credit cards, auto loans or a mortgage. I recommend getting a copy of your credit report and credit scores three to six months ahead of applying for new credit, especially if it’s a major purchase. Doing so can help you ensure there are no signs of identity theft and that your credit scores are as good as they can be when you apply. Use this link to get a free copy of your Experian credit report with a FICO Score. 2. Have a summer spending plan. After many months spent at home with little to do, it may be hard to avoid the temptation to overspend. It’s great that we can pick up canceled travel plans and get together with friends and family, but don’t try to make up for lost time at the expense of your financial health. Create a budget outlining what you can afford to spend this summer and build your plans from there. Doing so can help you avoid the temptation to overspend and prioritize what’s important to you. 3. Get credit for paying your bills on time. While this summer may be filled with less Netflix binging than last summer, you can still use your on-time bill payments to your advantage. Experian Boost allows you to get credit for paying your streaming service, cell phone, internet, utility bills and other bills on time. 4. Avoid missed payments. Nothing will hurt your credit scores more than missed or late payments. To maintain a positive credit history, make a plan to catch up on any missed payments and contact your lenders if you think you may fall behind. Sometimes summer plans can disrupt routines. Enrolling in autopay can be a helpful way to stay on a payment schedule that works for you. 5. Keep your card balances low. Your utilization rate, or balance-to-limit ratio, is an important factor in determining your credit scores. It is calculated by adding all your credit card balances at any given time and dividing that amount by your total credit limit. Lenders typically like to see ratios of 30% or less, and people with the best credit scores often have very low credit utilization ratios. A low credit utilization ratio tells lenders you haven’t maxed out your credit cards and likely know how to manage credit well. Keep in mind that if you use your credit cards for summer travel plans or vacations and pay your balances down when you return home, you may still see a temporary drop in your credit scores. Your lender reports your account status about once a month, so it could be several weeks before your report is updated. Scores calculated after your report is updated will reflect the paid off amount. Depending on when you made a payment, it could take a full billing cycle before your credit report is updated and your credit score reflects those changes. Remember, credit can be a financial tool, but debt is a financial problem. The launch of our first Global Diversity, Equity and Inclusion Report highlights our dedicated focus on creating an environment where people of all backgrounds have equal opportunities to grow and succeed. The publication of this new report is a step forward for us in increasing transparency around our progress and goals. As part of this, we are announcing our new target of increasing the number of women in the senior leadership team to 40% by 2024. Our commitment to sustainable business practice is also stronger than ever. This year’s Sustainable Business Report sets a number of goals to help us create a better tomorrow for everyone. Including reaching 100m people through our social innovation products by 2025 (from 2013) and that by 2030 we will cut our scope 1 and 2 emissions by 50% and our scope 3 emissions by 15% – recognising the urgent need for more businesses to accelerate their response to climate change. We recently wrapped up a special community outreach effort during Financial Literacy Month that reflects something important to Experian – helping consumers, especially underserved populations, understand credit and how to harness it to their benefit. It’s important to rally around a cause like this at peak times throughout the year, but financial literacy and, more importantly, financial power for all is what drives us every day, every month and every year. Empowering consumers is the fuel behind our innovation and the portfolio of credit tools we have developed in the past few years and those to come. While there are different viewpoints around the use of credit scores to assess consumers’ credit-worthiness, credit bureau data remains the most effective means for understanding a consumer’s financial situation. This is why we continually innovate to find new ways of utilizing that data to give consumers more control and allow lenders to see well-rounded consumer profiles. Our charter led to the launch of the first-of-its-kind tool, Experian Boost. By allowing consumers the ability to directly add positive payment history for recurring utility and telecom bills – even video streaming services – to their Experian credit report, they can take a proactive step to improve their credit score and gain more control. While lenders benefit by seeing additional data about consumers that considers positive behavior for paying these types of recurring bills that hasn’t been factored in the past. It’s a win-win situation, and we’ve seen the positive results. To date, Experian Boost users have gained access to more than 1.7 billion total dollars in credit as a result of improving their credit scores, while 1 million consumers added a credit card in the first year after the launch. Also, nearly 250,000 consumers acquired an auto loan and some consumers earned a credit score for the first time. For those who had thin files and weren’t able to enter the credit ecosystem before, obtaining a credit score for the first time and learning how to improve it can be life changing. Our mission is to drive financial inclusion and facilitate access to fair and affordable credit for consumers; that objective is not just on our minds during one particular month out of the year. Experian Boost was a lengthy initiative in the making, and we believe one big step in the right direction to achieve our objective. It won’t stop there. I’m looking forward to more innovation to come that continues to assist consumers in gaining more credit knowledge and control over their credit in order to reach their financial goals.
In many countries around the world June 1st marks the beginning of Pride Month. This annual celebration of the LGBTQ+ community is a time to reflect on the progress that has been made and the work there is still to do for LGBTQ+ equality around the world. As well as being a time of celebration, Pride Month offers a chance for us to get to know each other better. It is a time to think about how we create a truly inclusive workplace for everyone, regardless of sexual orientation, gender identity or gender expression. Everyone should feel safe, included and respected at work. It is up to all of us to create the right environment for LGBTQ+ colleagues to prosper and thrive, and we’re proud to work closely with partners like Stonewall and Out & Equal to help us achieve that goal. This morning, we announced our year-end earnings. Once again, we have demonstrated our resilience in the most difficult of circumstances. With this set of results, I am pleased to report that Experian has now grown through two major global economic downturns. None of this would have been possible without the incredible hard work and commitment of everyone in the company. The coronavirus pandemic is the gravest crisis faced by the world for a generation. From the beginning, Experian moved quickly to make our data insights available to governments, health services, communities, businesses and charities around the world. We also worked rapidly with lenders and governments to support financial accommodation programmes. This has proven to be crucial in making sure financial assistance reached those who needed it, helping people to manage their financial health and ensuring that our economies kept moving through these turbulent times. Looking ahead to the next financial year, our vision for Experian is to continue to bring the benefits of our world class data and analytics capabilities directly to consumers and wider society. Data-led decision making, and technology have been critical in helping humanity to take on the biggest challenge in a generation. It will be a crucial driver of the global economic recovery, helping us all to bounce back stronger and providing the foundations to flourish in the years ahead. I am tremendously proud of our employees around the world. Our people’s professional and personal responses to the pandemic, and the results we have delivered, have been remarkable. We have worked from our kitchen tables, while home-schooling our children, and caring for our family members. We have pulled together and gone above and beyond during one of the most turbulent times in a generation. There can be no greater testament to the character and the strength of our team. I think it’s no overstatement to say that we have delivered one of our most remarkable performances ever. We have made important strategic progress. We have pressed ahead with new product innovation, with our technology transformation, and we have extended our presence across many new markets and segments. As we enter our next year, we do so with strong foundations for further growth and the uplifting confidence that even through the most challenging of times, we can and will continue to create a better tomorrow for everyone.
In March 2020 we left our office desks without knowing we would not return for over a year. It’s been an incredible year and as our focus shifts to navigating our way out of lockdown and our hopes for a post pandemic life, it’s hard not to be reflective. At Experian we have taken the opportunity to rethink how we work going forward. We have had a lot of feedback from our people and we know they want to continue to have a degree of flexibility, but they’re equally keen to maintain the collaborative and innovative culture we have cultivated over the years. The pandemic has accelerated innovation in ways of working and gives us an opportunity to reimagine where, when and how work gets done. Whether it is our data scientists working on brilliant new concepts, our product designers taking part in hackathons across several countries at the same time, or our creative teams working on advertising concepts for a purple cow; we have learned over the past year that flexible working is no barrier to creativity and innovation. When our offices re-open we will give people the opportunity to work in a way that works for everyone – this may be working remotely, in the office, or a mix of both, and flexibility over start and finish times. In some cases, we may ask people to be office based. Our aim is to strike the right balance between what works for an individual and what works for the business. This balance can mean that we provide more flexibility to people during their workday. It is not just about remote working. It’s our commitment to make a difference in our people’s working lives. We’re obsessed with finding new ways to use data to help transform lives and create a better tomorrow. Our powerful combination of smart minds, deep data, and sophisticated technology enable us to do things that others can’t. And we also want our working culture to make a world of difference to our colleagues. Our culture is what connects us across the world. The role of the office will serve an enhanced purpose and we plan to maximise collaborative spaces and ensure people have the space and create time to connect with their teams – even if it’s on a more ad hoc basis. This is important to us and we make no apology for occasionally insisting on team meetings in the office to make sure we preserve our special culture. Looking back and learning from lockdown has been essential to form our new flexible working plan. It has been clear that colleagues have been experiencing the situation differently. Many of our colleagues have really enjoyed the freedom of working from home, spending more time with their families in some cases, and working at a rhythm that suits them – allowing them to time manage their days to fit in things like more regular exercise, for example. And many have really valued the time they’ve got back from cutting down on all the travel in and out of the office. For others, remote working has at times tested their mental wellbeing. Many of us live alone or have stressful home lives to manage which means that going into a dedicated place of work can be a blessing, maybe even a necessity, or simply a preference. It’s also been a time when businesses have had to embrace the technology of connectivity more than ever before. This has actually brought more of our people together – albeit virtually. Video calls are now a well-established part of our lives. It has been great to get more facetime with colleagues around the world – technology can deliver that for us, but it’s taken a pandemic for us to really embrace it. It’s not been a one-size fits all experience. What this crisis has reminded us, beyond everything else, is that we are all individuals living different lives. As an employer, if we can take one thing from this experience and build on it, it’s that our people will benefit from being offered different working arrangements to suit individual circumstances. We want to give colleagues the option of creating a working environment which suits their situation. So that they can do the best job possible and deliver great results, yes, but also so that they can live fulfilled and balanced lives. It has been a very challenging time, but we can deliver positive outcomes. We need to embrace this moment and build a future of work that is fit for purpose in the 21st century.
A little more than a year removed from the beginning of the pandemic, and we’re still seeing many of the most vulnerable and underserved communities struggling to find a stable financial foothold. These are consumers with little to no credit history and are often underrepresented in the network of bank branches and sometimes less familiar with what’s available to them in the consumer credit system. The pandemic has taken a toll on the fabric of our financial ecosystem, and we need to help these consumers get back on their feet. That’s one of the reasons we’ve partnered with the 100 Black Men of Greater Washington, D.C. Together, we’re launching a broad financial health initiative to assist multiple African American communities suffering COVID-19-related hardship. But the partnership is just one of the ways Experian is assisting marginalized and underserved communities. Addressing Financial Inclusion Experian is deeply committed to helping marginalized and low-income communities access the financial resources they need to live. That’s why we’re working to ensure we find ways to help underserved consumers gain access to fair and affordable credit by assisting them in building their credit profiles. We view ourselves as “The Consumers’ Bureau,” and it’s our commensurate responsibility to do everything we can to drive financial inclusion. We are working side-by-side with lenders, credit scoring companies and consumers to eliminate credit invisibility and improve financial equity. Our teams at Experian, diverse as they are, feel passionate about this very important mission. We understand that a big part of the solution relies on bringing new sources of data into our credit files, so that credit scores reflect all of a consumers’ relevant financial behavior. We strongly believe that these new sources of data will augment and thereby enhance our current credit data as an effective means for lenders’ assessment of a consumer’s financial situation. There’s a percentage of the population—on average, it’s 17% of Americans, measured by FICO—who are excluded from the credit economy because they simply lack a credit history. To that end, we’ve been a pioneer in using rental, utilities and telecom payment data to help broaden credit access for consumers. Boosting 6 Million In fact, more than two years ago, we created Experian Boost, which was a first-of-its-kind service designed to help consumers instantly improve their FICO® Score by giving them credit for on-time utility, telecom and streaming service payments. All of those elements are conceived to be part of people’s credit scores, however utility and cell phone providers have not collaborated to report their data to all credit bureaus. With Experian Boost, we empower consumers to report the data themselves, and more importantly, 70% of consumers benefit from doing so, seeing an uplift in their credit score. And to date, more than 6 million consumers have used Experian Boost with over 50 million cumulative points added to FICO Scores across the US. Our Commitment to Financial Health But our commitment doesn’t end there. Consumer credit education and best practices are key to setting marginalized consumers up for financial success. Through Experian’s United for Financial Health initiative—we’re empowering vulnerable people and communities to improve their financial wellbeing through that very belief. In addition to our partnership with the 100 Black Men of Greater Washington, D.C., we’re working closely with Operation HOPE, Black Girl Ventures, and NAACP Empowerment Programs, to help disenfranchised groups improve their credit standing, provide entrepreneurial education for Black and Brown women entrepreneurs, and offer grants to help homeowners at risk of losing their homes In addition to our consumer credit education initiatives with our partners, we continually push credit education materials and programming through our own social media channels and community outreach efforts. In honor of Financial Literacy Month, we’re hosting a #CreditChat on Wednesday, April 28 at 3 p.m. ET, entitled, Closing the Financial Literacy Gap in Underserved Communities. We believe helping underserved communities better understand the credit ecosystem and equipping them with the tools and knowledge to improve their credit standing, are mission critical to a healthier financial life. And we’re hopeful this #CreditChat discussion is another step forward in that journey. We won’t rest until the job’s done. We’ll continue to innovate and find new ways to use data in the credit scoring process, and work arm-in-arm with consumers and lenders to improve financial access. Through our investments in data and advanced analytics, we’ll continue to help lenders identify consumers who are excluded from the credit ecosystem, but who can fulfill their financial obligations and pay responsibly. 5th Annual Global Identity & Fraud Report Finds That Consumer Preferences for How Businesses Secure Digital Transactions is Changing
Data & AnalyticsAs the demand for digital transactions exploded due to the pandemic, businesses transformed operations and had to forecast how to balance the ever-increasing trend while managing customer expectations. New research from Experian’s 2021 Global Identity and Fraud Report shows that as more consumers go online, expectations for a secure experience are higher than ever and that the types of security consumers expect are shifting towards invisible protection. Our research found that 2 out of 3 businesses have increased concern about the overall level of fraud since the pandemic. Unsurprisingly, security is still a top concern for consumers, with 55% citing security as the most important aspect of their online experience. However, consumers are also looking for methods of data protection that are both convenient and trustworthy. One of the report’s most significant findings was the increasing comfort and preference that consumers have for physical and behavior-based—or invisible—methods of security. 74% of consumers ranked physical biometrics first based on their perceived security physical biometrics, followed by pin codes sent to cell phones at 72%, and behavioral analytics requiring no effort from the consumer third at 66%. Notably, passwords didn’t earn a spot in the top three preferred methods for authenticating customer identity, even though nearly every digital account and device includes some sort of password protection. This indicates a new shift in consumer thinking that moves away from the realm of the password. Businesses have an opportunity for a new approach to security, layering visible and invisible methods. By leveraging data and observations garnered throughout the customer journey, companies can facilitate accurate recognition and authentication at each discrete decision. The same insights that companies use to improve the customer experience power that continuous authentication—and reduce friction across the customer’s journey. In a post-pandemic landscape, businesses that prioritize security in a convenient format will meet and exceed consumer expectations. All around, we saw improvement: 50 percent of employees responded to the surveys (compared to 43 percent the year before), and 92 percent of employees attest that Experian is a Great Company to Work For (compared to 86 percent the year before). We’ve worked hard to build an employee culture over the past several years that continuously strives for inclusion and equity. This foundation became instrumental to how we navigated the past twelve months. Our employee resource groups took the lead to support our colleagues with the creation of a dynamic mental health and well-being guide, producing programs that brought awareness and support during social unrest and the rise in racism, and arranging annual celebrations to provide a touch of “normalcy.” Through a year that also included natural disasters such as the arctic blast, wildfires, storms and flooding, we have been there for each other. From free credit reports for consumers and small businesses, to products and services that enable governments, healthcare providers and nonprofits to prepare for and serve populations in crisis, Experian North America’s workforce leveraged diversity of perspectives, backgrounds and experiences to help vulnerable populations in crisis from COVID-19. Even through lockdowns and restrictions, employees logged 18,000 volunteer hours to increase financial inclusivity, support frontline healthcare workers, honor the nation’s military and veterans, and fight hunger. The Human Rights Campaign Foundation gave Experian North America a perfect score in its Corporate Equality Index for the third year in a row, and the company earned its recertification as a Great Place to Work. It has been named one of the top 10 Fortune’s Best Workplaces in Financial Services and Insurance, and a Comparably Top 50 company for Best Outlook 2021. While the credit reporting industry is designed to help lenders and creditors minimize risk and assess consumers’ ability and willingness to repay outstanding debt, let’s be clear: the consumer is our main priority. Every lending decision and action is made with the consumers’ best interest in mind. Because consumers rely on credit and other loan products to purchase homes and cars, pay for college, afford goods and services, and even bridge the gap during emergencies, the credit reporting industry has been at the forefront of broadening access to fair and affordable financial resources. Risk-based pricing has made it possible for more consumers to access credit, particularly those with limited-to-no credit history or subprime credit profiles. Previously, lenders may have opted not to extend credit to consumers considered higher risk; but more and more, lenders are empowered to tailor borrowing terms based on a consumer’s credit history. In addition, because lenders don’t have to absorb unforeseen risk, lower borrowing costs can be maintained for all consumers. Experian has long advocated for expanded data sources, such as rent and utilities payments, to be incorporated onto consumer credit reports and considered in lending decisions. In 2019, we launched a product that empowers consumers to add positive payment history for utilities, telecoms and video streaming services—and eventually residential rent—directly into their Experian credit report. Our efforts coincide with legislation, such as S.2417 – the Credit Access and Inclusion Act, introduced by Senator Tim Scott (R-SC) in 2021, which encourages the reporting of consumer payment history, including rent, utilities, and telecom services, to the nationwide credit reporting agencies. This is key to broadening access to fair and affordable credit for underserved consumers. The industry needs to continue to explore other avenues that can help consumers improve their financial health, such as the role that buy now, pay later information can play in increasing financial inclusion. Empowering consumers to take control Beyond legislation or the use of expanded data, many non-profit and community based organizations are championing initiatives that drive greater financial inclusion. Organizations such as Inclusiv, Jump$tart Coalition for Personal Financial Literacy, HomeFree-USA, National Urban League and the Society for Financial Education & Personal Development, among others, are helping individuals and households from underserved communities navigate the mainstream financial system and take control of their financial lives. Experian and other financial institutions are partnering with non-profit organizations with deep roots in communities, allowing them to connect with community leaders and individuals on a more personal level. Every individual enters the credit ecosystem at a different stage so it’s important that banks and financial institutions listen to the specific challenges they’re experiencing. For example, individuals may be searching for credit monitoring and alerts, budgeting tools or ways to put more money back into their wallets, such as finding cost-efficient options for auto insurance. Providing individuals and households with the financial knowledge and access to tools better positions them to become financially independent. The credit reporting industry continues to provide more resources and transparency to help improve consumers’ financial health. All individuals deserve the opportunity to establish and build their credit so they are able to elevate and maintain their financial status.

People rely on credit cards, personal loans, mortgages and auto loans, among other financial products to buy homes, fund college educations, weather temporary income disruptions and finance billions of daily transactions for goods and services. Credit is the cornerstone of the pursuit of our financial ambitions. That’s why the credit reporting industry is deeply committed to broadening access to fair and affordable financial resources for all consumers, particularly for individuals and households from underserved communities. The commitment is underscored by the continual effort to evolve the credit reporting system and incorporate new data sets to provide lenders a more comprehensive view of consumers’ ability and capacity to repay outstanding debt. Although progress has been made to extend credit to more prospective borrowers across the risk spectrum, if we want to continue to broaden the scope, we need to encourage the consistent reporting of additional predictive data sources to help lenders assess consumers’ creditworthiness. A proven track record but there’s more work to do Over the past century, the credit reporting industry transitioned from an opaque system founded on relationships to one rooted in data. Lenders lean on past payment history on similar loans (i.e., auto loans, mortgages, credit cards, etc.) as a reliable predictor of a borrower’s future loan payment performance—it’s a way for them to mitigate risk and say “yes” to more borrowers. And it works. The comprehensive reporting of past loan performance, coupled with increasingly sophisticated statistical prediction models, as well as the adoption of risk-based pricing, accelerated the extension of credit to more consumers. Yet, according to research from Experian and Oliver Wyman, millions of Americans lack access to mainstream credit because they are credit invisible, unscorable or have a subprime credit score. It’s particularly challenging for younger individuals, newly arrived immigrants and historically underserved communities, such as racial and ethnic minorities. At times it can be a catch-22; in order to get credit, you have to have credit. More predictive data is key At Experian, we’ve long understood that expanding the universe of creditworthy borrowers requires more data. In addition to some of the more conventional tradelines, such as mortgages, auto loans and credit cards, we have to explore expanded data sources that are predictive of a prospective borrower’s credit risk. For instance, more consumers are using buy now, pay later (BNPL) products, and nearly every consumer makes recurring monthly payments for rent, utilities, cell phones and even video streaming services, yet oftentimes, these data points are not consistently reported to the credit reporting agencies nor considered during lending decisions. Collectively, the industry and regulators, need to do more to encourage the consistent reporting and inclusion of expanded data onto consumers’ credit reports. In fact, based on our research, we’ve found that some of the aforementioned expanded data sources can empower lenders to assess the credit risk of a significantly larger pool of consumers. These expanded data sources have been shown to be highly accurate predictors of future loan payment behavior. And, when expanded data is combined with advanced analytics, up to 96% of the population can be scored, including an estimated 65% of credit invisibles.1 Broadening access to fair and affordable credit for more consumers means leaning into combining conventional tradelines with expanded Fair Credit Report Act-regulated data sources. The more information lenders have available to them about prospective borrowers’ past payment performance the more empowered they are to minimize risk and more confidently extend credit. Pushing for more data is the best path forward.
In an era where financial transactions occur at the click of a button, the significance of accurately verifying and authenticating consumers’ identities cannot be overstated. From online purchases to mobile banking, ensuring secure and reliable digital connections and safeguarding consumers’ information are table stakes for any business operating in the digital ecosystem. Unfortunately, some advocacy groups are calling for stricter regulatory guidelines that may impede business’ ability to effectively and efficiently protect a consumer’s financial information and identity. We’re, of course, referring to the push to classify credit header data— identifying information, such as name, current and former addresses, phone number and Social Security number, found at the top of credit reports—as a consumer report under the Fair Credit Reporting Act (FCRA). Subjecting credit header information to the FCRA will unnecessarily limit its permitted use, and effectively make it more difficult—and potentially impossible—for banks and other businesses to use the information to authenticate and verify consumers’ identities. It’s an unintended consequence that will surely compromise the security of our digital identities. Foundational to fraud prevention Credit header data plays a pivotal role in helping businesses detect suspicious activity and stay ahead of increasingly sophisticated fraud schemes. With credit header information, banks and other financial institutions cross-reference loan applications against transactions from hundreds of thousands of contributors to spot anomalies and thwart fraudsters before they inflict harm. In fact, many of the industry’s most advanced fraud prevention tools and signals rely on credit header data to verify the legitimacy of any given transaction. Keep in mind, the transactions we’re referring to are transactions of consequence. For instance, opening a new bank account, applying for a loan or transferring money. This level of activity carries inherent risk, and without proper vigilance, could result in significant financial or reputational harm to consumers and businesses. But it’s not only lenders that leverage credit header data, the use cases for credit header data are broad. Government agencies and businesses in the public sector, law enforcement, and some pharmacies use the information to issue one-time passcodes for identification purposes, find missing persons, or verify consumers’ identities prior to prescriptions being filled. Credit header data is already regulated Some of the concern surrounding credit header data centers on consumer privacy, and rightfully so. Protecting consumers’ privacy should be central to the use of sensitive information; however, credit header data is already regulated by the Gramm-Leach-Bliley Act. In fact, for more than 25 years, the Gramm-Leach-Bliley Act specifically provides that the permissible use of credit header data includes fraud prevention, while also mandating consumer privacy and data protection. Subjecting credit header data to additional FCRA regulation, which does not clearly allow for fraud prevention, could make it impractical or impossible for many businesses to use it for that purpose. Not only is additional regulation unnecessary, but it potentially creates a contradictory web of regulations that increases the compliance burden and confusion for many businesses. This ultimately thwarts the purpose of GLBA by delaying fraud prevention efforts and potentially raising costs for consumers. Credit header data is far more than information included at the top of consumers’ credit reports, it is a linchpin that powers many of the most advanced fraud prevention and identify verification tools in the market. Before any further regulation is considered, we have to acknowledge the role that credit header data plays in keeping consumers’ information safe and how any changes may impact the safety and soundness of our digital economy.
